Tested and works in IE 6, 7, 8, Firefox, Chrome, Safari & Opera. This absolutely positioned layout occupies 50% of the screen at all times. Scrollbars appear if:

text size is increased (ctrl++)
the viewport is minimally sized
or content exceeds the container's height.
